It's not as simple as just that, that image is a montage or the orange would have a pattern in it.

I think there will be an issue with this as the max size is 10 where as in Photoshop it is 127. This filter might need to be listed for an upgrade me thinks.

The best I can suggest: look into rasterbator, it could be used to make that, but in 3 steps (each step is a different color)
You can use Draw and or PP also, as I did below.

Rasterbator is the answer, as Jeff said. You can create vector halftone easy and fast.

it is possible in Photopaint
I am sure these are Illustrator's Vector effects. They could be reproduced in Corel Draw as jeff has revealed but I've no idea, HOW!
