Page Sizes Change from User to User

I have many files that were created by a particular user. They all have custom settings applied. When I open the files with a different user account none of the custom settings are maintained. I have copied the application data folders from the original user to the new users directory but the settings are still not applied to the files. How do I retain these settings from user to user?

If you are mentioning about the workspace settings then you need to use the workspace settings file of the another user to use those settings. You can do that by exporting the workspace file from his machine and then importing it on to yours. This can be done under tools > options > Workspace.

Some settings are Document Options, like Page Size; Document Units; Default Outline (styles)... These Document Options can be saved as default for new documents, but can't and shouldn't change the old.

I agree with both Anand and Ahmad yet Anand's suggestion of workspaces is your best option. You can have multiple workspaces on your system, you can ONLY load One at a time.  If you have 2 clients that you work with all the time just load their workspace when your working with their files and so forth.
