Two questions...

Will Ventura 10 run under Windows 7 professional 64 bit? Reliably?

Would Ventura 10 cure the problems I have been having importing jps?

Yes it will run (see FAQ article on installing under Vista), And it can be reliable (see my response to your second question).

The only issue on Vista/Win7 is with indexing as described in this FAQ article:

In Windows Vista/Win7, there is a problem when index entries are sorted. On Vista, Ventura apparently sees caps and smalls as different characters. So the following entries would sort correctly on Win XP/2K:
Amsterdam
ANDERSON

But under Vista they sort as follows::

ANDERSON
Amsterdam

Why? Near as we can tell, since uppercase letters have lower ANSI/Unicode values than lowercase letters, and on Vista, Ventura handles them as such. Whereas, on every other version of WIndows, uppercase and lowercase letters are sorted as if they are the same (even if they are considered separate entries).

If you run Win7 on a machine that supports Win 7 XP Mode (the CPU must support hardware virtualization), you could always run in XP mode to create your index.

I don't know. Reliability is a function of the program being run, the OS, the software/hardware environment, and the way the user has everything configured. Can V10 be run reliably under Win7? Yes, and it can also be run reliably under Win2K, XP, and Vista. But no one can guarantee that any software will run flawlessly on a specific machine with a specific configuration.

I would only say that you're the first person I've ever seen with the PP/JPG crash problem you are reporting. So that in itself is an anomaly. Have you tried uninstalling both programs, then reinstalling them?
