For this example, I made the basic text and splashes in CorelDRAW, but later created the actual water simulation using PHOTO-PAINT.

Notice how the image is refracted under the water locations.

that's great Jeff! now i gotta figure out how to do it. this is an example of a direction Photo-Paint should be going, overt effects and eye candy galore.
