Strange starting point when try to draw in Photo-Paint

Hi, I have this problem when using Photo_Paint using the "Run as Administrator" option (this by the way, is a great solution provided by Hugh yesterday. Before that, I couldn't open Photo-Paint at all login using the standard user account).

If I place the cursor at point A trying to draw from point A down to point B, when I click to start drawing, the starting point will actually jump to a point somewhere to the northwest of the intended starting point A, and quickly draw a straight line from that point to point A before allowing me to draw down to point B.

This will not happen if I activate and login the Administrator account and launch and use Photo-Paint. When I use the Administrator account, everything works as they should. However, I don't want to use the Admin account due to the risks.

Any ideas?
