I need to create a template for 12 -2.13" circles centered on a 8.5 x 11.  The circles will need to be translucent so that I can use the template for labels or pictures.  I am just wondering how I go about this.  Do I just draw the circles and then follow the gridlines or use the align and distrubute for spacing?  It just seems like there is a easier way to do this, I just cant figure it out.  Thank you

1. Draw the circle to size.
2. Select the circle with the Pick Tool.
3. Hit the "p" key on your keyboard (this will center the circle on the page.
4. Right click on the "No Color" box in the color palette (it's the box with a "X" in it).
5. Right click on the Page Tab at the bottom of the page, and select "Duplicate Page".
       a. In the dialog box choose "After selected page" and "Copy layer(s) and their contents".
6. Save the file as a Template.

That should do it.

I would use the Transformation Docker. It has a position tab (ALT+F7)
that allows you to position any object a certain amount of distance.
Simply create your 2.13" circle. Set your distance, change your Copies
to 1 or however many will fit and hit apply. Note that using a negative
will move your object in the opposite direction. (ie. H: 1 will move
your object 1" to the right. H: -1 will move your object 1" to the left.
The vertical settings work the same way with negative numbers being
moved downward.) After creating all your circles, group all of them and
hit P which will center them to your page.

Thanks for the reply.  Now how to I had images to the circles?

You can Powerclip your images into the circles. Just select your image
first and use EFFECTS-POWERCLIP-PLACE INSIDE CONTAINER. It will give you
an arrow that you use to click on your circle. You will need to do this
for each circle. If all the circles will be using the same image,
powerclip the image to the circle first before you duplicate and layout
your circles.
