If we as a Homeowners association use CorelDraw to draw our street mats and update them every year
and since we are an older community can we pass the copy of CorelDraw on to someone else who would take over the job of updating the maps. Thank You

I'm sure ts not meant to be a sarcastic answer and in some parts of the world may actually be the correct answer, depending on what your licence says (it does vary according to the country where you bought the program).
In other parts of the world (including the whole of Europe) you have an absolute legal right to sell or give away your licence, even if the licence says you cannot. In Europe, the law takes precedence over what your licence says -- see link -- a manufacturer cannot impose conditions that try to take away your legal rights.
Even in Europe there are conditions -- mainly that you cannot continue using the program yourself if you transfer the licence to somebody else.
So, to get a better answer to your question, you need to specify which part of the world you are in.

Yes unfortunately if it's an OEM license it's for the machine. If not then just uninstall it and install it on a different machine.

Some homeowners' association have a computer owned by the association, and it passes from Chair to Chair.
