Local Equalization Inconsistent with Image Size

I really like the local equalization effect in Photo Paint, but I've found that it works differently on different sized images. I can apply it to the exact same images, one at 800x600 res, and the other 1800x1200 res, and get two different looks. Basically, you cannot achieve the same effect on the larger one that you can on the smaller, regardless of adjustments. The smaller one always allows for better fine tuning.

Does anyone know what the problem is with it and if there's a workaround?

     Could you post both images?

Sure!  Here's a link to see what I mean.

The original image is on the left. The middle image was first resized to 800 x 600 and run through the local equalization effect at 80%. Note that changing the percentage to less actually changes the image more.  The third image I ran the effect on it's original 3800 pixel size, and no percentage of the filter could achieve the same effect as I got on the 800 x 600 version. Moving the slider all the way to the right, 100%, came closest.

So as you can see, the local equalization filter works differently on different sized images.  This means that if you want to make a 8 x 12 inch print and need a larger image size that you cannot recreate the same effect you did when you resized the original for web-sized image size and applied the filter.
