Both CorelDRAW and Corel DESIGNER share a common graphics engine, but each has specific features for the different usages. DESIGNER is really focussed around technical illustration. A few examples of the differences are the support of hatch files, isometric drawings, call-outs, enhanced line styles and more powerful snapping (called gravity in DESIGNER).
Have a look on the www.corel.com web site for the DESIGNER product section. There are some little movies in the "In Detail" section. You'll also find a PDF comparing DESIGNER to CorelDRAW as well as a reviewers guide. I'll also try to post a few little movies showing DESIGNER specific features. And finally, you can find a link to the DESIGNER trial in the Downloads section on this site.
One more thing, as you are already a CorelDRAW Graphics Suite user, you are eligible to the upgrade of Corel DESIGNER Technical Suite.

I do some garden design draughts and what I really appreciate with Designer are the hatch fills, and the ability to modify them (although that part is a bit tricky). The callouts are also better than Draw's although the halos around them sometimes take up a little too much space so an adjustable halo with would be great. What I miss are some drawing tools that are present in Draw like distortion (I ranted about that in another thread). I think Designer should have all abilities from Draw + some. It's a pain to have to alternate between programs.
If you need isometric drawing only you can get Ez-Metrics from Unleash.com as a plug in.
FYI, The halos widths are adjustable in Designer. Click on the "Halo Properties" button on the callout toolbar (the ellipse with the astersk on it) an you can adjust the width in there.

Thanks, I noticed that after posting :-) You can also have the halo transparent which is great!
