Couple of questions, I am not familiar with printing, so trying to work things out.

A third party printer likes to have ICC profile. Do I;

import / export after Tools/Colour management/Advanced Import Export settings and selecting the appropriate colour profile?

or;

Open a photo normally in Photo Paint and then Image/Apply colour profile and select appropriate ICC?

There is also an "Identify Out of Gamut colors" tool, but it only becomes active after hitting the "Applies colour correction to an image" tool.

Should I be applying the colour correction and then editing the image in an endeavour to edit within the gamut of the thrid party printer or am I just wholly lost and heading down the wrong path?

Corel only supports embedding of RGB profiles for images.  An answer to all your Corel color questions can be found i a book available here.  http://www.coreldrawpro.com/   one disclaimer I wrote the book.
