Whilst 'Color Paletts, Dockers & Toolbars' appear in the Menu/Windows drop-down, when selected they don't do anything.

All other items in the drop-down work just fine.

Any ideas why and how to rectify?

Are you trying to click on the menu entries or resting the cursor on them and waiting for the sub-menu to pop up?

I've tried both.

I assume it relates to the pad, as both the pen and mouse have the same problem, which is;
In CorelDRAW X3 and X5 the are some items in the drop-down menus that wont 'select'.
Using the pen/mouse, I select the menu item and the drop-down list appears but some items in the drop- down list only expand when I hit 'enter' on my keyboard, not with a Wacom click!
The right click works just fine for accessing the context menu.
I've asked 'Corel' the same question.
System:
Intuos 3 (PTZ-431W)
Wacom Driver 6.1.4-3
OS Windows 7

I have now re-installed Win7 OS and everything is just fine now - must have had missing or corrupt OS files.
