a couple of different ways to do it;

In the object manager, drag it from one layer to another

Drag the object from the page onto the layer of choice in the object manager

Cut the object, make the desired layer the active one (click on it in the object manager), paste it.

If it's the first or last layer, <ctrl><home> and <ctrl><end> will move objects between layers (to the very top and very bottom of the page)

When an object is highlighted, you can use the little [>] arrow at the top right of the object manager to "move to layer.." or "copy to layer..."
{Of course, the layer you are trying to move it onto has to be editable as well...}
