Excellent question, I've run into this before. The simple solution for the moment is to design your cover in a separate document as a printer spread, and leave page one in facing spread doc blank.
I agree that it would be a nice feature to begin on the last page for facing pages, I fear many would be confused by this though. I often span across pages, so it's a little odd to not to be able to do the outside cover as easily.

When working on a booklet Draw allows you to display and work on inside facing pages making it easy for example to add a graphic that spreads across pages. Is there a simple way that I have missed to display and work on front and back cover pages the same way?
