How to apply filters in bitmap image

There is an object, which needs drop shadow (white drop shadow which is not working) or any filter to highlight the object.

In a pinch you can always duplicate the object, change it's color, convert to bitmap, apply a gaussian blur and send it behind its original.

A white drop shadow should work too. When I am having shadow problems, I do a workspace reset to see if it will correct the issue. Sometimes it does.
